windows 10 1809 bug, pls help

i recently updated to 1809 version of windows 10 and installed the cumulative update that came soon after.

i noticed one bug in the new update: 

suppose i am using the pc on my user account, and then i shut it down, then the next day when someone else switches it on and signs into their account, they cannot hear any audio that they play. when we checked the account switcher it shows my user account is signed in even though i shut it down and didnt put it to sleep. when i sign out from my signed in acc. the audio playback works on the other accs. this is really irritating. please help.
