I am considering upgrading to a 9th gen intel CPU that can decode 265 files - I need this to output 4K Ultra HD content to my TV. However, onboard display outs are mainly HDMI 1.4 which is capped at 4K @ 24Hz. 

Does anyone know whether I am able to decode files using the CPU and then output them using a dedicated graphics card to take advantage of higher bandwidth connectors?

Meanwhile Ryzen APUs can already do that. Just saying

Surely the igpu itself doesn't have a hmdi 1.4 limit in this day and age?

No but very few motherboards actually have HDMI 2.0, and I don't think there are any mATX boards with it sadly
