Pc lagging/stuttering on every single game

so i guess i'll start off with my specs builds pc is about a year old

Motherboard Gigabyte Z270M-D3H-CF

Cpu i5 7600k 3.8ghz 

Gpu GTX 1080 XTREME Edition Gigabyte 8gb

Ram Corsair Vengeance LPX DDR4 2400MHz 16GB 2x8

and my monitors are acer 27'' predator led g-sync xb272 240hz 1ms

if anything else is needed i can tell you

but basically any game i play no matter what settings or res i play on i'm getting stuttering/laggs 

i've tried everything i could find online i've reinstalled drivers, took the whole pc apart and rebuilt it, messed around with the bios/nvidia settings reset the pc and fresh installed windows, tried different programmes tried different things with the regedit/ services i've spent the last i'd say 2 weeks trying everything i could think of or found online 

if anyone could help me out it would be high appreciated as i don't want to waste money on buying a new part and the problem is still going to be there since i can't actually tell what the problem is to begin with

Is your FPS high and the games are stuttering or is your FPS low?

Have you tried using a different antivirus or disabling it?

Do you monitor the game with an on screen display like MSI afterburner this can help point out what is slowing the games down.

@LeapFrogMasterRace my fps is high when playing games i've messed around changing my fps from 240 the same as my monitor and i've also tried settings lower mhz and fps

the problem is still there on all different games from pubg to league of legends, cods, fifa, ark, skyrim, and yeah ive messed around with a new different antiviruses, only game i have installed at the moment is black ops 2 (reset my pc last night again and it was the quickest to install to try) i just downloaded afterburner again and played a few mins on multiplayer match on the game low settings (was still stuttering) maybe you can tell whats up from the graphs

yeah it can get bad when moving around or shooting sure gimme 1 moment ill crack it on max settings

@LeapFrogMasterRace put the settings as high as i could put them fps was fine but stuttering/laggs and delays every now and then was still there (played a whole game this time)

Temperatures and usages look good but this is a bit weird see how the CPU usage stays at 100% for a few blocks? This could cause stuttering but you don't have the FPS or frame time graphs so its hard to say. Maybe you have some background apps open? Additionally your GPU no load limit gets pegged at around the same time your CPU does as I highlighted. This make me think there is some CPU bottlenecking issue unless you were just tabbing out of the game.

only thing i had open in the background was spotify,steam and afterburner i try close anything else that i know will take up usage the fps stayed around 150-200 the cap on that game is 200 and nope i didn't tab out the game at all i just took screenshots after the game was done. so you think it could be the cpu ? i was thinking about getting an i7 8700k but i really didn't wanna waste money and the problem still being there

Spotify could definitely be a potential cause especially with an i5 try closing it out completely. I just noticed your CPU is stuck at 3.8Ghz it should be getting 4.2Ghz with decent cooling. Here's what I suggest go into the Nvidia control panel  make sure power management is set to "prefer maximum performance" and more importantly change your windows power plan settings to "high performance". If these don't work I would try overclocking your CPU.

I forgot to ask what power supply are you using?

the problem is still there though sadly when i have spoitfy and other programmes closed, i have power management set to max performance and i have the windows power plan on high performance aswell and i've already overclocked my cpu to 4.2 4.4 4.6 the problem is still there on the overclocks and my power supply is a Corsair RM650i and my cooling for my cpu is a  Hydro Series™ H100i v2 Extreme Performance Liquid Cpu Cooler
