what the heck...your problem is poorly described bro.

Let me get this straight, when you turn your computer on with usb device attached to the front USB port, the two front USB port do not function. meaning that your already connected USB does not function. However, if nothing is plugged in, and you turn your computer on, the two ports work?

My bad, I tried to make it too simple I guess.

 

For example: if I have my phone plugged into one of my front USB ports and then turn on my computer, it does not charge or send any power to my phone. However, if I turn on my computer, wait for it to fully turn on, and then plug in my phone, my phone will charge.

 

This doesn't just happen with my phone, that was just an example. This has happened with every single thing I have plugged into those ports.

Go into bios and check your setting for usb always on
