An R5 2600 + RX 570/580 will be fine, the R5 2600 being just about the best value CPU for the moment, may need to change a bit in CS:GO since it's not very optimized for ryzen, though stock is still over 200fps.

 

The 6 core 12 thread R5 is also more useful if you plan on doing capturing or streaming.

You can install windows 10 for free without a key using microsoft's own media creation tool.

Nice would the default cooler it comes with be enough If I decided to use it as a streaming pc?

If you want to do streaming you'd want an R7 1700, which is maybe 5-10% slower than Ryzen 2000 for gaming, but it'll still be perfectly fine and better at streaming because it has 8 cores.

 

Though you maybe need closer to $800, unless you can find a deal on a decent used PSU/Case/SSD or higher speed DDR4

A Ryzen 2600 can handle CS:GO streaming just fine... Maybe not games that are CPU intensive like GTA V or BF1, but it can handle CS:GO without hiccup.
