Im looking for a graphics card that is under $450 cad. New not used. My specs are: 

Cpu- amd ryzen 52400g 3.6ghz quad-core with integrated graphics

Motherboard- msi gaming plus b450

Memory- team vulcan ddr4-3000 16gb

-adata  xpg sx6000 128gb m.2-2280 ssd

-western digital caviar blue 1tb 7200rpm ihd

Psu- evga bq 500w 80+ bronze semi modular atx power supply

GTX 1070 ti from eBay or new 1070

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

 

Primary PC:

i7 8086k - EVGA Z370 Classified K - G.Skill Trident Z RGB - WD SN750 - Jedi Order Titan Xp - Hyper 212 Black (with RGB Riing flair) - EVGA G3 650W - dual booting Windows 11 and Fedora Linux - Black and green theme, Razer brainwashed me.

Draws 400 watts under max load, for reference.

If he doesn't care if it's used he could get a 1080 or even save 50 more dollars and get a used 1080ti. 

 

If he wants new then for sure your options are better. 

 

Even then if he saved like 50 bucks more he could get a base 1080. MSI has theirs for $490 atm. Plus taxes obviously.

This 1070 is under budget.

 

This 1070ti is also in your budget. But it's a mini card.
