I bought a ryzen 5 2700x a few weeks ago and it was not detected, and I tried everything, and ended up RMAing it. The replacement just arrived today and I'm having the same issue. I change absolutely nothing about the setup, not even redoing the cables, just swapping in a ryzen 3 1200 and the PC boots up just fine. When the 2600x is in the motherboard also shows DRAM not detected.The chance of getting a DOA CPU twice cannot be that high, so I figure something else must be wrong. I can't figure it out so I'm coming to you guys for help. Feel free to request pictures or more information if you need them.

Specs:

New CPU: ryzen 5 2600x

Old CPU: ryzen 3 1200

GPU: RX 480

RAM: 1 8gb stick of ddr4 

MOBO: MSI B350M Gaming Pro

PSU: EVGA 600W
