my laptop has a factory overclocked 1070, 

i checked the clock speed on Dell's support assistant video card stress test 

and also on MSI after burner and both say that the frequency is above 1800 mhz, 

which is even more than a 1070, 

i am wondering how thats even possible,  

wont the card draw too much power or give off too much heat 

 

i am just wondering how this is sustained

That's Nvidia's GPU boost tech (GPU boost 3.0 for the 10 series GPUs) working, basically pushing up frequency when there's thermal and power limit headroom. Desktop 1070s run between 1800 to 2000MHz at stock (i.e. without manual tuning), still higher than your laptop. Your results are still impressive though.

This will definitely happen in laptop GPUs. I suggest you to do a custom voltage frequency curve so that you won't have power limit throttling.

I never really run any of my games without G sync on so i rarely push my gpu to its limit, 

but how would i create such a custom curve, what software would i use ?
