It's not impossible, but streaming might be a bit out of your range until you can get a bigger budget.

Buy a used HP Z workstation with 8 cores/16 threads and a used video card (Try to get GTX 970 or RX 580). Some people sell these old workstations for like $300, and you can get the GTX 970 or RX 580 for around $150-$200.
