That sounds an awful lot like a bad power delivery, similar to what my dying PSU did at one point. How about PSU model and age?

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

Power supply faulty or not enough voltage for the cpu to boot 5ghz

Like the previous posts say, what's your PSU?

 

Bad PSU or voltage being too low for CPU (RAM voltage is fine) is usually the cause of a failure to post in your case.

 

Clear your CMOS and try overclocking your CPU in increments next time. It's not all just going balls to the wall right off the bat. You need to find what your CPU and motherboard can handle.

Perhaps try 1.35 volts. You don't need to worry about damage until 1.4. however, have you used any synthetic stress tests to ascertain stability of your overclock?

It could be motherboard power delivery too, OP didn't list motherboard

 

Edit: my bad, it was listed. It's a model with a bad VRM setup tho.

OP said "ASUS Z370 E" which to me sounds like the ASUS Strix Z370-E board which has power delivery robust enough for OCing a 8600k to 5Ghz.

I mistook it for a different z370 board

When i run cinebench i saw my ram voltage can get up to 1.4-1.5 isit normal?

Depending on what kind of chips your RAM has it's okay.
