Steam trading issues :/

So for Xmas I built my new computer, everything is running perfectly fine except for one thing :( When I trade with my friends on steam it looks like this http://i.imgur.com/nXUO9oK.png I can't click the accept button and I cant drag any of my items into the box on the right. 

 

When I use steam on my old computer it works perfectly fine, does anybody have any ideas on how to fix this issue?

It think this a different way of trading.

For yourself to trade you will to check mark "Select an inventory to view items you can trade" 

This will allow you to drag items to trade.

 

The only way I know to trade is to right click on the name of one of your friends (has to be online) and invite them to trade.

It think this a different way of trading.

The picture I took was after I right clicked the persons name and invited them to trade. The boxes in the right are too small to see and i'm not able to offer anything I have.
