So, i have a I7 6700K And a EVGA SC 970. 

 

On many games it seems i cannot get a constant 60 frames, even on medium settings? Is there a program i can use that can tell me what my PC is preforming like and i can post the results to you guys to help me out? 

 

Im thinking of upgrading the GPU anyway, isit worth going to a 1080? Or for the extra money is the 1080Ti worth it?

You could try cinebench.

Not sure if that would help at all as I can't remember what that tests.

I found something wierd, im using MSI to overclock to try and help but it turns out when running the MSI Kombustor program only 323MHZ is being utilised?

But on the 3D program it says the GPU is at 99%? 

 

Looked in task manager and the 3d setting withing my GPU is at 99% Is this normal?

ether a bad video driver install..... which can be a nightmare to deal with or the card has gone bad.

I have a 970 too, but never see you mention games resolutions / temps etc

does msi afterburner shows its usage?

Usually im trying to run ultra or high graphics at 1080P

:) hey I have the same issue.... But i have a laptop with a 1060 max Q.  There were a view things what i tried so far what helped me but did not solve the issue. 

 

1. Go to Nvidea drivers  >  turn of Vsync, for some odd reason this effects the computer even if you already turned it of in the game.. 

2. Disable Wispermode in the nvidea settings. ( maybe this is for laptops only? ) 

3.  Disable the Intel speedstep in the bios, boot into windows. Then reboot and turn it back off..  

 

That being said  :) it did not solve the issue. But it did impact performance in some way.  I will post a screenshot in a bit.
