i am building a new system. i dont have any high graphic requirement right now(i use 720p monitor). but planning to game in future. i have 2 options help me choose

1. getting a ryzen 2700x with b450 motherboard and adding my existing gt1030 gpu to it. then adding a latest mainstream gpu after 1 year or two.

2. getting a ryzen 2400g with b450 motherboard . then adding a latest  cpu  and a  gpu when i am gonna game on the machine after an year or 2.

also i am gonna use my current system (i3, gt1030) as htpc(1080p)

also i have a gt610 as a spare for my htpc(1080p)

You get more value from option 1 because for each of them:

1) Ryzen 2700X + GT 1030 -> + "Latest mainstream GPU"
2) Ryzen 2400G -> + "Latest CPU and GPU"

I'd say go for 2700X and pick up a GTX 1080 Ti later down the line, the second option is also kind of silly because for Ryzen Pinnacle Ridge, the 2700X is the latest CPU.

though 2nd option is more value will 2700x be enough for gaming in 2020. I suppose a mainstream cpu of 2020 will be noticably faster atleast 30% to 50%. and i was opting for 2400g coz i wasnt planning to game or or do any heavy work untill then

Yes, the Ryzen 7 2700X will be enough for gaming in 2020. While mainstream CPU's will very likely be faster as you said, 50% is the very most that it would be faster by. Also, please don't pair the 2700X with the GT 1030 for even a little while, it would be painful to me personally, lmao.
