What specifically are you looking at?  Benchmarks can measure many different things.  Most often are either FPS (frames per second), or just arbitrary scores.  In both cases, higher is better.  Other times a benchmark may show the time necessary to complete a task, in which case obviously lower is better.  Regardless this should be indicated on or near the chart.  If you're confused with one specific part, you could show that and we can try to explain.

Well, I'm not sure what kind of benchmark you'd see those figures in, but that means the game is perfectly balanced for that hardware... at least in the scenario they reported on.  The reason you can never get perfect balance is every game has a different CPU to GPU demand ratio, and even within a game, it can change from scene to scene.
