Best Liquid CPU Cooler?

Looking for a CPU cooler for the 150 CAD price range. I have my eyes on the H100i V2 or the EVGA CLC 280. Should I choose air or liquid cooling? I also need some more ideas in case I end up not liking the 2 coolers listed above. Note: The case would be an NZXT S340.

Do you want your rig to look cool, or do you want something that will last a while?

Just something that can get good temperatures. Don't really care about how it looks because it would be under my desk anyways.

Water cooling is best if your going to overclock the heck out of it 

if not air cool and make sure it has good air flow

both evga and corsair source those units from Asetek https://www.asetek.com/desktop/do-it-yourself/. So pick the one you like the look of, the fans if you dont intend on replcaing them and the warranty and software.
