I need to buy a laptop, and I only have 450$ 

I cannot buy any used laptops because I do not trust any of the shops I have in my country.

I need to work on Autocad because I am studying to become a  civil engineer, so if anyone has any suggestion I am all ears.

And why do you not trust used laptops? If you buy from a reputable store, they should've tested the laptop to make sure it worked and you should have a period of time after purchase that you can return it.
It's simple enough to just buy a SSD if you don't trust the HDD it comes with and if the RAM is faulty (run a diagnosis on it with memtest), you can just return it the next day.
