Hello 

I would like to have some recommendations of how to adjust my  chassi fans and where is it best to plug in.

I have three fans on front in a 3pin hub and one on back.  

The three front fans are phanteks fans and the back fan is Corsair hd120 but somehow the Corsair is super loud and gets high speed out of nowhere and the phanteks just stops spinning making it really annoying with the noise.

With an Asus board they allow you to control each fan header individually. All you would need to do is configure the header to either work in 3 pin DC voltage control or 4 pin PWM control in the BIOS.

How can I controller the speed to the CPU cooler cause since the PWM hub is connected to CPU opt I can't control the speed of the CPU cooler and the back fan is just running randomly loud

CPU opt is usually just full 12V power or it follows the settings of the CPU header itself. Try installing it onto a chassis fan header to see if you can control everything.

When I plug it into the chassi fan header it doesn't let control anything

What fan are you using? You need to make sure that header is configure for either 3 pin of 4 pin operation inside the BIOS.

Ok I can control the 3 fans but what about the Corsair hd120 it goes highest speed randomly and is very loud even tho I configured it to be silent

The Corsair fans are PWM, how are you connecting them in your system?
