When i start my PC up sometimes the cooling fan doesnt work properly and it just rattles.

Also my PC gets extremely hot like 40~50°C when watching youtube or browsing and when playing games (PUBG, DOOM, OW) around 70~90°C 

So is there any way to fix this?

 

PS: My case is a small tower

fix the rattley fan first (prolly your CPU fan to keep the CPU cool).

any recommendation for a fan or is just any fan that fits good?

Is the CPU fan broken, or the case fan?

I recommend something from BeQuiet or Arctic if you want a cheap but good case or a cpu fan.
