5 second response lag, please help

so, basically here's the thick of it, whenever i play overwatch with a friend, particularly on competitive, i get several seconds of lag before the character actually moves, along with my mouse sometimes being ultra jittery, despite it's DPI being 2000. it's started giving me a slight tic. does this have to do with my internet? do i need better ethernet cables? some advice please

Is it just on Overwatch, or is it on other things, like home screen? Could be a mouse issue or a screen issue.
