I record GoPro using 1080p  at 80FPS

 This is my LAPTOP

Processor

Intel(R) Core(TM) i7-5500U CPU @ 2.40GHz

Video Card

Intel(R) HD Graphics 5500

RAM

8.0 GB

Operating System

Microsoft Windows 7 Professional Edition Service Pack 1 (build 7601), 64-bit

Playback on programs like MPC or Windows Media Player and VLC and such and sometimes the programs work flawless without any stutter and then not.

Ive even did the EXPORT thing on GOPRO STUDIO to change it from /mp4 to avi and same situation. What else can I do on my laptop to see why my video playback is horrible.
I wont even mention how bad it is on Adobe Premiere

Ok. Easier to play Codec. Whats that? like converting it to something else?

I used Gopro studio, is there a specific setting.?

when you use premiere you can have it make proxies and pick cineform here.

If your using gopro studio, convert all you footage to something like cineform or a simmalar(prores, DNxHR)

I used the STUDIO to convert it to AVI.

What I noticed is that, playing AVI the CPU usages is signifcantly LOWER than the .mp4, and that makes sense.

Its like 30-60 percent. playing the AVI. I even use the 1/4 resolution in adobe.

it's your CPU, thats a low power dual core and is garbage and probably made more garbage by the crappy thermal solution used by the laptop, also is the drive in the laptop a HDD or SSD? a nearly 60 MB bitrate could get bottlenecked by a crappy 5400 RPM laptop drive if anything else hits the drive, we would be able to tell better if you grabbed a screenshot like this

so we could see whats getting hit the worse during playback
