safe OC speed for my msi duke 1080 oc version?

Try to keep load temps under 80ish Degrees C, and don't increase the voltage too much because that will decrease the lifespan of your video card.

oc wont effect life. Go until it crashes, isn't much else to do. Should end up around 2050-2150 like most.

Assuming that fancy cooler will do its job.
