I am planning on installing windows fresh with a flash drive. But I have one question. I know that installing the graphics card driver is necessary, but is installing the intel chipset driver and the intel Management engine from my motherboard's official website really  necessary, isnt the one that comes with windows good enough.??

Another things that is weird that I noticed on my old install of windows that if I installed the Intel updater utility it says everything is up to date, right away from the fresh install. But if I download the  one the motherboard's website it says that it is a new update???

I have an asus z370-e gaiming

The chipset drivers are for making sure that the board works with other hardware like expansion cards, usb devices, drives, etc. If everything is working fine, there's no need to install or update them. IME stays on even when the system is off and is useful for a variety of functions including waking the system up from over the network-- it isn't necessary.

You can check the version numbers to see if the update it's suggesting is actually new. Chances are that it is new if it says so.

Moved to Windows.

Typically, Windows 10 will automatically find and download the drivers for you, so long as there is Internet connection when you are setting it up. This should also include the graphics driver. As for other drivers on your motherboard's website, I'd recommend that you update them to the latest for the sake of fixing bugs and optimizing the management engine. If you rather not go through the process, it won't exactly hurt you either.

Fresh Windows install tips

I can give you good tip. Don't make a fresh install.

It's absolutely pointless. It's something that people do because they think that everything will work "magically" better somehow.

It will work the same as your current installation. Of course if the only thing you do with your computer is to browse Facebook and you're bored, then it may be good activity that will kill boredom. Otherwise it's pointless. Want to improve your Windows speed? Just remove unnecessary programs that starts with your system. You can also use Disk Cleanup. Do you really think that Mac or Linux users makes "fresh installs" every month like some Windows users? No, they don't believe in that stupid myths that their system will be "more fresh" (bits more polished, less dust on files, folders prettier etc.).

Another tip - wants to have your system better? Install more useful software, so you can do more on your computer and faster with better tools. Configure everything way you like and improve your system every month. And stop making fresh installs - it's senseless activity performed by people who can not do anything else on the computer.

That's my opinion after 6 years of using win7 and now after 2 years of using win10. Without reinstall (and I change SSD, Motherboard, ram and processor meanwhile).

Not much people can find and troubleshoot the problem themselves, this is extremely time consuming. Fresh install is fastest and safest way to due with ANY software related issue.

Some malware and strange config files are hidden very well. just back up data manually and fresh reinstall everytime you have doubt

Who talking about malware or software issues? I'm talking about people who made "fresh install" just for sport or because "I don't made it this month yet". @MaorHaimovitz don't say anything about any malware or other problem. He's just planning to made fresh install.

But anyway - in case of malware - you have special software to remove it, in case of problems - you have people who helps you on this forum.
