I'm currently looking at parts that are like around $100 or lower, and I live in the US.

You are unlikely to get anything decent for that budget.

If it's supported maybe the best you could do is throw in an i7 2600/K that's hopefully really cheap.

but if the VRM is crap I'm not sure if even an i5s recommended.

Upgrade to modern hardware is near $300 depending on if you can reuse the PSU at least, or if you want an R5 1600/2600

So, I've recently got my hands on a better PC ( Compared to my old one with a AMD a4 5300B and Gt 1030 8gb RAM ), long story short, I work at a diesel shop and there was an old optiplex 790 sitting on the floor covered in dust and oil residue. I asked my boss if I could have it and he said "sure it doesn't work anyway"... when I got home, I gave it a thorough cleaning, and it actually booted! I looked into the specs and it had a i3 2120 (2 cores Hyper threaded to 4 threads), 2gb ram, and the Intel HD graphics. So after confirming that it worked I upgraded it. I put 8 more gb ram in it to make 10gb total (which is pretty damn nice for my standards) and I threw my gt 1030 in as-well, which provides nice fps in pretty much every game I play, but I'm looking for some new potential hardware, I'm thinking a new CPU or GPU depending on prices. I would love to get some suggestions from you guys, but please keep in mind my budget is pretty goddamn low because I'm just a high school student with no job... So that means no GTX 1060s or anything around that price. I will put some additional info about my system below...

----------Major Components----------
CPU- i3 2120 Dual-Core with HyperThreading @ 3.3GHz
Motherboard- Generic Dell Motherboard, socket 1155 with 4 DIMM slots 1333Mhz Speeds, 4 SATA connectors
GPU- GT 1030 Overclocked by me - $70
RAM- 10 Gb 2 2x4 sticks of 1333Mhz RAM + 1 2 Gb stick
PSU- EVGA 500W 80+ certified -$35
Case- Generic Dell Opiplex 790 case
----------Minor Components----------
1x Opical Drive
2x 250GB HDDs
1x 1TB External Hardrive - $50
----------Peripherals----------
Hisense TV 1080p 60hz - (Birthday Gift)
Blackweb CENTAUR gaming keyboard - $40
Hiraly F300 gaming mouse - $16
Black & White Desk Mouse Pad - $9
ASUS CERBERUS headset - (Christmas Gift)

----------Total Spent on PC---------- $308

General Fps in games

Tomclancy's Rainbow Six Siege: 45-80 fps 1080p with scaled down render resolution to 900p, lowest settings (Would like to be able to turn up settings a bit or at least full 1080p).

Middle Earth: Shadow of Mordor: 25-50 fps 1080p lowest settings except textures at medium (I would like to get more fps in this game mainly).

CS:GO: 60 - 100 fps on highest settings 1080p or 120 - 180 fps on lowest with 1080p (I honestly cant really complain about this one).

That sounds pretty damn good, I'm just not sure if that mother board would fit in the Optiplex 790 case, I'm not sure if the motherboard I have now is ATX or not... Also I'm confident in building a PC except for the front IO connectors, that is confusing to me, and I'm not sure if I'd have to buy a different case due to Dell's potential proprietary stuff...

I've seen the supported cpus for this machine and ppl say a i7 2600 is kinda iffy even though they have it has supported. I have seen like a i5 2400 or i5 2500 be supported, would that be wise? also i7 2600 on amazon is insanely over priced.

Thank you, you helped a lot I'll probably be slowly getting these parts piece by piece.

Bad idea to buy a PC in pieces, just save up the cash required unless there's a really good sale on a DDR4 3000mhz kit from G.Skill or something.

an i7 would be the minimum upgrade you want, 4c/4t just isn't good enough.
