Zen vs Zen+ OC

I'm thinking about buying the 2300X when it comes out.

Does zen+ has better OC performance on average than zen since it's 12nm instead of 14nm?

 

I know that theoretically thermal output/core should be lower and therefore less cooling is needed for the same frequency but it doesn't feel to me like it matters in practice.
