This is already stretching your budget:

If you can stretch your budget a little more, I would recommend swapping the 1600 for the Ryzen 5 2600.

Although I do think you will be fine with your current CPU and GPU. It may bottleneck depending on your use, but if you are just playing at 1080p, you should be fine. I would get new RAM for sure tho. And I am guessing you will need a new motherboard to accomodate the new RAM?

No, but seriously, if he's gaming on a system like that, his CPU will be pinned at 100% most if not all the time and his GPU won't be reaching its full potential.

My power supply is a thermaltake tr2 600W will I need to upgrade this ? I’m going with the r5 2600 and msi b450 tomahawk board

As long as it has enough power connectors for everything, then yes, 600W is more than enough.

Or

Purchase a used Dell optiplex with 3rd/4th gen i7. Pop in extra ram stick ..ND u'll hv a pretty capable gaming system.

the TR2 is pretty bad quality, replace it with a corsair CX or coolermaster masterwatt.
