Lower FPS/Slow Games

Hello Everyone thank you for taking the time to help me i've run into a slight issue... I Reinstalled windows due to a slight corruption before doing that all my games ran fine they loaded fast no issues i was in games quickly.. So now after that my games run slower not FPS wise but loading times in a rather small game American Truck Simulator Before the Fresh-Install loaded in about 1-2 minutes all the way into the game now after the install it will take nearly 3-5 Minutes if my lucky.

 

Now i play Fortnite It loads Very quickly no issues extremely fast before and after. So i looked at the disk it seems fine I formatted the disk using the DoD 5220.22-M Standard.

 

Cleaned i reinstalled both games on a hard drive error checked both Fornite runs amazing American Truck Simulator Very Poorly 3-7 Minutes now Even putting American Truck Sim On my SSD It still takes 3-7 Minutes. Even changing the Graphical settings takes a long time about 2 minutes just on FXAA or MSAA

 

All Drivers Are installed up-to date everything is set in stone Im lost

 

So Does anyone have any ideas?

GPU: ASUS RX 480 DUAL OC 4GB

RAM: 16 GB 2400Mhz Crucial

SSD: 480GB Kingston SSD [BOOT] 340/480 GB Free

HDD:3 TB HGST Ultrastar 7K4000 SATA 6 Gb/s

The only slowdown I can think of other then software is a physical loose connection

I've heard sometimes swapping the SATA cable with a better one (one that comes with your motherboard) gives higher data rates than worse ones. It's really a thing, try with a different cable.

Well the Game's i try i put them on my SSD and i bought new cables for all of them

None This is for all games lower fps and everything

Maybe the new windows installation is corrupted. That or your SSD/HDD is failing causing this issue.

try doing a clean boot. i suspect it's a software program that might be the issue. you have any proprietary gpu or cpu softwares running?
