FPS stutter or bottlenecking

I have a PC that has a gpu 1070 GTX and a i7 870 and gaming wise I keep having FPS stutter where my games would always changes big time. Please help me if my system is bottnecking or how to fix this problem

Obvious CPU bottlekneck.  The 870 is a 9 year old part.

seems to be an CPU bottleneck. try using DX12 as much as possible to help, but you will need to upgrade the CPU to remove the stutter

You have a first generation i7 cpu paired with *not anymore the latest* GPU you do the math, Upgrading your CPU would need a new MOBO as the CPU socket will be different and I suspect it's a DDR3 mobo upgrading to a DDR4 motherboard will need a DDR4 ram.

Either overclock your cpu as much as you can, or just upgrade it.

Well, which games? What are the rest of your specs? I still run an i7 870 and it games fine still. You really need it at 3.2Ghz minimum though.
