You'd have to frost it white , not flat out paint it. Basically means a very thin coat of paint followed by a clear gloss (seeing as you want it shiny)

If you're not very good with spray paint it won't turn out right at all. I've frosted stuff before and it takes practice to make perfect.

Ok this will be the first time modding something so what do you recommend. I want the top piece to be gloss white with the second piece of acrylic being clear. I wanted a design in the top piece of acrylic which i was going to achieve by using vinyl and then spray painting the top piece. Any suggestions ?

If you want to just side light the acrylic, with an opaque top a layer of white gloss vinyl should work quite well with a clear acrylic base. You will get a little halo effect most likely either with paint or vinyl, if you want to completely prevent it two sheet of acrylic one white the other clear would be your best bet.

i was going for a two layer approach where the bottom layer would be clear and the second layer white with the design being clear

With two layers you can always get it laser cut so the top white layer has openings down to the clear or frosted bottom to get a good lighting effect if you're edge lighting it.

it would be the availability of a laser cutter. If my university had one thatd be dope but im not sure if they do or if they do if i can use it

If you have an engineering department that should be the bare minimum equipment they have on hand, if not check for local signage shops if you provide them a cad file they can cut out what you need.

As long as your a student I've never heard of one being turned down from being able to use it, at the least with supervision with someone who knows how to set it up.

Could you recomend some CAD software so that i can create the template for the laser cutting. I am extremley new to this

Depends on what they use for their laser cut files but programs like Illustrator will work since it's 2D work, Solidworks also is great for it.
