I've have a Cooler Master 12V AIO CPU cooler for a couple years, just cleaned all the dust and dirt but the CPU is running hot and restarts if some things are going can't watch videos in 1080p does the cooler need to be emptied and cleaned and with what, distilled water or is there something else I remember the liquid cooled room that clogged the GPU water-blocks, boy what a mess.

No, the AIO doesn't need to be opened. What are your specs and temps? Are you sure that the pump and fans are running?
