annoying bug in Gnome, how can i fix this?

so i'm using Fedora 28 with the Gnome desktop, and i'm having a really stupid and annoying problem. 

 

i have netflix open on my primary display, and this forum open on a separate chrome window on my second display. 

whenever i take netflix out of fullscreen, the window with netflix in it jumps to my second display. 

 

is there a simple fix for this?
