Don't bother with the m.2 SSD especially if it's not NVMe. NVMe drives aren't really worth buying unless you do a lot of work on your PC involving large files or many files processed quickly.

as far as i know the cooler is quite decent, not the best out there, but the card doesnt generate much heat to begin with so it should be quite quiet. though note i dont have any datapoints. the card does have a good rating though in pcp
