Is there an issue with my 970?

Ive had some weird issues with my GTX 970. 

Mainly it is that when streaming using OBS or shadowplay, usage dips below the 97% mark, sometimes into the 40s and 30s causing lag. It is always in the mid 90s when playing normally, so surely that cannot be an issue with the CPU?

Also, when using it normally, the screen flashes and it resets the display connection with my G sync monitor. It has sometimes trapped me in the BIOS with a blank screen 

Also, when playing BF4 it lags and takes time to catch up with my mouse. What could be causing that?

Current Rig:   CPU: AMD 1950X @4Ghz. Cooler: Enermax Liqtech TR4 360. Motherboard:Asus Zenith Extreme. RAM: 8GB Crucial DDR4 3666. GPU: Reference GTX 970  SSD: 250GB Samsung 970 EVO.  HDD: Seagate Barracuda 7200.14 2TB. Case: Phanteks Enthoo Pro. PSU: Corsair RM1000X. OS: Windows 10 Pro UEFI mode  (installed on SSD)

Peripherals:  Display: Acer XB272 1080p 240Hz G Sync Keyboard: Corsair K95 RGB Brown Mouse: Logitech G502 RGB Headhet: Roccat XTD 5.1 analogue

Daily Devices:Sony Xperia XZ1 Compact and 128GB iPad Pro

try reinstalling your drivers 

If you judge a fish based on its ability to climb trees it will go its whole life thinking its a failure.
