Resotring used computuer

Hi, So i recently bought a gateay desktop used. However when i turn it on, it boots and then once its on the actual home screen it starts to flick on and off about every two seconds and you can click or load anything, thoe mouse moves but thats about it. I am curious if this is just a problem with the hardrive and the windows 10 that is installed on this 2007 computer. Im wondering if I can change the HD to an ssd and then just lauc this computer from a OEM key version of windows I can buy online and just plug into the computer to get it started. If you guys can let me know if this is a viable option, and if not what is, that would be great

g33 intel express motherboard 

8gb ddr2 1033mhz ram

500gb hdd WD green

Intel core 2 quad Q6600 (2.4ghz) I believe

I would get an ssd for it and do a fresh install of windows 10.

Thanks man thats actually what i started doing watching tech deals on youtube theres a whole set of videos about it to be quite frank im a noob with most of this lol
