Do you mean system monitors, stress tests, benchmarks or more common stuff? There aren't any software which would help in performance. You can tweak Windows/OS itself by limiting features you don't need/use. However these do only minor things for systems with more than 4gigs of RAM, 2 core CPU and actual GPU. There are software which have high CPU/RAM usage, but those are highly controversial and people still tend to use them. Like NZXT CAM and Chrome.

The things I highly recommend you stay away from are Driver Updaters and Game Boosters. These don't really work, and can break/corrupt OS install.

I just built my new pc. was wondering what programs do I need? (ex. GPU Tweak II, etc.)

Also, which will help with performance and what to stay away from?

Specs:

Asus Prime x470-PRO

Ryzen 5 2600

ASUS ROG STRIX 1080 8gb

Corsair Vengeance PRO RGB 3000mhz

You have pretty nice configuration, so your computer is powerful enough to let you do whatever you want without compromises.

I recommend you to install LOT of programs so you can open any file, convert whatever you want, do whatever you like to do etc.

It's sad when people bough very expansive computers and use only few programs (and then have problems like "I can't play one of my avi files using VLC" - so, damn, use three or four other video players, you have lot of space and modern computer!).

So, skip paid ones. These are free and you can have them all and be happy:

Opera, Vivaldi, Chrome, Firefox, Waterfox - browsers, more = better (why not)
eM Client or Opera Mail - if you're using email client
Irfan View, Krita, GIMP - for graphics (viewing, conversion, painting)
Handbrake, Freemake Video Converter - for video conversion
Audacity, AIMP, MusicBee, FooBar, XMPlay, MP3Tag - for mp3/flac
Pot Player, GOM Player, Splash2, MPC HC, SM Player (+ SM Tube) - for playing video files
Miranda - as multiprotocol messenger

FileZilla - if you're using FTP (you can install it anyway, it may be useful)
PDF X-Change Viewer, Adobe Reader (as secondary viewer)
ProcessHacker, Comodo Personal Firewall, MSI Afterburner, ScreenBright - few nice system tools
7-zip - for archives

Macrium Reflect - for creating copies/images of your system

Fenix Web Server - if you want something more and prepare simple webserver

Unlocker, UniversalExtractor - extra system tools
MyPhoneExplorer - if you have Android device and want to easy way to communicate with it
Xplorer2 or other customizable filemanager - for files

Audacity - for sound processing

Are you creating something on your computer? Tell me what do you want to do and I can recommend you more stuff.

I'll mainly be doing a lot of gaming, streaming and some other media production

I guess looking back at what I asked now, I mainly was just curious if the programs such as GPU Tweak, Ryzen Master, stuff like that are worth and other programs that will help the ease of use of my PC. This isn't my first PC so I have simple thing like 7-Zip and basic things like that, but I also used to download whatever was thrown in my face and I don't want to screw that up again.

Yes system monitors stuff like that, also any programs to help keep my PC clean like get rid of old unused files, I have personally felt windows doesn't do a disk job of that, even after disk cleanup my PC is still littered with unused junk.

How is Windows supposed to know what you need or don't? Software uninstallers are suppose to clean after themselves. For the rest you can use CCleaner. From system monitors I've moved pretty much to only MSI Afterburner. HWiNFO64 is backup if I need more details. Plus several more specific software like CrystalDiskInfo and SpaceSniffer/WinDirSat.
