4K Converter Box

Is there such thing as a device that takes 1080p input and converts it to 4K? This would be better than just running your machine at 4K, because your GPU is only pushing for 1080p yielding better FPS, and then the device converts it to 4K. This would also be useful with users for low end gaming systems who want to game at 4K.

That's just doing upscaling rather than running games natively, though.
