@The321Best way to answer this is to look up the manual on the card.  All Cards by manufacturers are manufactured to their own specification.

Correct, that is a BIOS switch.

Starting from the Radeon HD 6900 series and onwards, most AMD graphics card will have a dual BIOS feature or some more -- more so on the higher-end GPUs.

 

The purpose is to provide a back-up BIOS in case of a failed BIOS flash.

You could switch over the secondary / back-up BIOS, boot into the system, and could re-flash the corrupted BIOS.

 

Instead of two identical BIOS, some manufacturers will have a 'normal' BIOS, and an 'overclock' BIOS.

For an example, higher GPU and memory clock, more aggressive fan control, and unlock more voltage control.

Such as the Sapphire FleX Edition Radeon HD 6970.
