My pc specs: 

gpu: Rx580 sapphire 8gb

cpu: Amd ryzen 1700

ram: 2x corsair vengeance 8gb 

mb: msi x470 gamig pro 

hdd: i forgot, 1 TB probably seagate. 

 

I expect to run league of legends at medium setting to run atleast 150+ fps, is this too high of an expectation?

now it runs at around 40-100 fps with pretty heavy fluctuations. doesn't feel nice at all.

 

Are my expectations off or are there any solutions for my problem?

I have zero experience with the Ryzen chips, or with LoL, so my information has been pulled from snooping around Google. Others may be able to give you a definitive answer.

From that snooping, I found several topics addressing FPS issues with wild fluctuations and memory leak-type performance degradation over time with Ryzen processors.

Your expectations are on point, you should get even more fps than that on league at 1080p with those specs but after researching i found that a lot of people complain that the ryzen 1700 & 1700x(maybe every ryzen 1th gen didn't look into those) have fps problems with only league, people even reported that their 6year old i7 without gpu had better performance on league than with the 1700 @ gtx 1080, BUT i found people who ran league at 180-200fps on high at 1080p so there is a chance but i couldn't find any fix for it, maybe try to update the bios thats what one guy said but noone confirmed it(you should update it anyways if you can)
