Game stutter with no frame drop

Recently I moved homes and after setting up my pc I noticed that I was getting random frame stuttering, yet my fortnite in-game fps counter was showing a constant 144fps. (which is the frame limit I set) What could be causing this? The internet seems to be stable when running various tests, and I'm not sure what else could cause lag without dropping frames.

No they just aren't as smooth as they should be. At times it dips pretty low and then goes back to normal. (with no change in fps)
