FPS Drops with CPU usage and GPU Usage

In all games (apart from Garry's Mod for some reason) I get random frame drops to about 20 FPS and my GPU usage and CPU usage drops as well seen on this graph this is from a game of Rainbow Six Seige. 

I have searched the internet and tried

-DDU to reinstall drivers

-Update BIOS

-Cleaned Memory

-Defragmented Harddrive 

-Multiple System Cleanups

-Restored NVIDIA settings to default

-Uninstalled Geforce Experience

Could somebody take a look at my graphs and see if I'm missing anything Thank You

Windows 10 64-Bit

What are your thermals?  It isn't unusual for thermal throttling in laptops.

When Gaming my GPU is around 80c and my CPU is around 85c sometimes hitting 90c

There is your answer, your components are too hot and the bios is dropping the speed to cool them.

 

You can try using a laptop raiser or external fan to maintain frames.  Otherwise you will have to drop the settings.

Is it unusual that it has just started recently doing it about a month ago?

I also put my laptop on a few books so the intake fans can get air

Not really. Drop the settings, and test it out and let me know how you get on. 

 

Are you aware which graphical settings are the most taxing?

Yeah when I first play a game I usually google for a graphics guide showing what is the most intensive settings 

Would it be worth opening it up and seeing if there is any dust it's about a year and a half old?

Worth a look, that could easily drop 5-10c under heavy load.

 

I assume you know your normal FPS range so you can benchmark.

This is the inside of my laptop , I don't have any compressed air what should I do?

Still the same , game is randomly dropping to 20 FPS.
