Side PC build

So I have my current gaming rig that i use to play all my games in my office.

Recently I've mounted a monitor near my bed to play xbox pub. I wanted to buy a cheap desktop to hook up to the monitor so i can watch netflix/shows on it and surf the web using like a wireless keyboard.

I'd like it to have windows 10 and be rather on the cheap side.

The only game id play on it is runescape and run 1080p video on youtube.

Id like to spend under $200, but if it worth paying more i can nut up.

Refurbished might be the way to go?

Unless you guys can help me build one, I like building.

Don't wanna go overboard though.

I would look on eBay for refurbished Desktops. I was able to find an old HP Z220 Workstation with i5 3470 with 8GB RAM, 500GB HDD, Quadro 600 and WIndows 10 Pro for $109. I also bought a cheap 120GB SSD of Newegg for $30 and replaced the 500GB HDD. I am currently using it as a Minecraft server and haven't had any issues so far.

Just a couple of warnings 1. The computer was very dusty when it arrived so expect to need to clean it. 2. Some component in my computer is making intermittent coil wine, I'm pretty sure its the graphics card but with everything so close together I'm not really sure.
