Is my GPU being bottlenecked?

Most new titles on my PC hit a bunch of lag spikes. I turned on task manager on my second monitor and when those lag spikes hit, It will go from 100% to 10% or something similar. Yes, turning off my second monitor helped, but should upgrading my cpu help?

 

Specs: GTX 1050 Ti, Ryzen 3 1300X, 8GB DDR4, 650 Watt PSU.

Tell me if you need more info on the specs. Thanks

Your CPU isn't bottlenecking that gpu. What games are you trying to play?

What settings because you will not be playing those at ultra settings with a 1050ti?
