What game are you playing?
Have you installed the latest drivers for your graphics card? Try uninstalling the drivers (using DDU - Display Driver Uninstaller) and reinstalling them.

Make sure you have the latest drivers for the graphics card installed. Check under processes and see what's using up that much ram as well maybe?

Another thing I would recommend is to right click on your home window page(like when you want to make a new folder for your desktop) and make sure that Nvidia Control Panel shows up there.

Can you do the following:

1- full system specs including pictures of the interior of the build

2- run the game with MSI afterburner running. Provide the pictures

3- check if you have vsync on. From the small amount of data you provided your gfx card is not being utilized

AMD Ryzen 3950x under a Noctua D15S, 32 Gb G Skill FlareX 3200 DDR4 running at 3200 CL14, Gigabyte Aorus Pro 570 Wifi, Gigabyte 2070 Super hooked to a Dell U2718Q 4k HDR monitor & an Acer 1440p 144hz IPS panel of some kind, an Inland 1 TB M.2 PCIE 4 main drive, a Samsung NVME M.2 250Gb, WD Blue 500Gb  and 1 TB SSDs, Corsair RMX750, Rainbows and butterflies...

What is your ram speed. Also I would try to oc that could I'd you don't want to bottleneck that 1080 (maybe)

Ok....  keep Msi afterburner running and play your game a bit. I need screen shots of every graph it generates; cpu thread usage, speeds, GPU usage and speed, thermals.

install CPUID and also screen shot every tab.

do you know the make and model of your ram? You can set the ram up from the BIOS on start up.

I’m also worried about that PCIE riser cable you’re using. CPUID should be able to tell how many PCIE lanes you’re actually using with that in place

Now for MSI after burner data. Can you provide it?

from CPUID your ram is running at standard speeds but is capable of 3000mhz. You should be able to enable XMP profile in the BIOS.

Your GPU is not being fully utilized at all. The cpu is also not capped at 100% so you’re not cpu limited. Your temps hold steady at 70c and I wonder if that’s the result of the vertical placement.

entertain me and try the following

1- get into your bios and restore defaults and try the game again

2- push your ram speed up using the Xmp profile in your bios. Check your manual on where to find it

3- move the gfx card from the vertical position to being directly in your motherboard.

what I have seen in the past with such situations is there is some bad setting in the bios, or your ram is too slow, or the pcie riser is causing issues. It doesn’t help that even at 40% utilization your GPU is sitting at 70C
