The rule of thumb for me is to know their terms of service (like data cap or unlimited internet), reliability (is the connection stable most of the time?), and its customer support.

You can know the customer support mostly from reviews, but for reliability though you might need to do some research on how the ISP perform in your area.

Internet speed and cost are important too but if your connection is unstable (from ISP) then you're just wasting money and not be able to enjoy your internet (even if it's fast).
