Help not acting right

My computer is running csgo at a high of 40 and low of 15 fps I have drivers downloaded from nvidia latest one and is still doing this I have oc genie on also to boost the cpu

 

MSI 970 gaming

fx-4350

16gb hyper x fury

1050 ti msi aero ITX

hyper 212 turbo 

500watt psu

 

 

Please someone help 

 

Edit- I bought CPU, MOBO, Ram all used it boots up, using it to type could one be faulty?

That's what I expect from a FX-4350 with those settings. The chip itself is not a rather good one. Acts more like a dual core at times.
