Is my CPU getting bottlenecked?

I have a GeForce GTX 1060 w/ 3gbs of VRAM, a i5 6500, with one stick of 8gb of RAM... for some reason my games only average around 60 frames on LOW (overwatch) settings but I feel like I should be getting more? I dunno someone tell me otherwise

first i would  consider getting a second stick of ram to use dual channel 

the i5 can push more than a 1060 for sure but this should not lead to having to go low on overwatch.... you playing on 1080p?
