2400G Voltage "Boosting" Problem

I am building a budget ryzen build and I've been having several issues with this build. I am trying to only overclock the APU, but for some reason, the CPU keeps increasing its voltage to up to 1.55v and decrease it to as low as .8v which has been causing instability/high temperatures (90+). I have it set to 3.6GHz @ 1.31V in the BIOS and I have also disabled turbo boost. Any ideas?
