Applications randomly freeze

Everything from Discord to Steam to Chrome just keeps randomly freezing for a few seconds every 30 seconds or so. I'm thinking it could be due to the dust buildup in my CPU cooler...what do you guys think?

It's sitting at around 71% currently.

They freeze even when RAM usage is only at around 40%.
