Failure to boot with new HDD

The issue I've run into:

Windows 10 refuses to boot with new HDD. Returned error code is "page fault in non-paged area" which produces an infinite boot loop with Windows Automatic Repair instantly failing every single time.
The drive is functionally brand new, though it's several years old. It was a Seagate 3tb external drive I purchased for an ex of mine, she called it quits before I was able to give it to her. It's sat unopened (still in the plastic wrapped box) for four years or so now. I pulled the drive from it's enclosure and intended to use it as an internal on-site backup drive.

Without the drive plugged in, Windows boots just fine. (i'm writing this from the same PC)

With the drive active, I lose all control via mouse and keyboard (No PS/2 backup to use), so I'm unable to check if the BIOS even recognizes the drive, check boot priority, or force a boot override.

Boot drive is GPT, assuming this drive is as well, given that it's 3tb

Update: AHCI Is enabled, and hot swap is active for all sata ports. When the drive is hotswapped with Windows running, Disk management does not detect the drive.

Update 2: Most recent attempt to hotswap immediately produced the same BSOD error code.
