Difference between B350 and B450?

B350 is for gen 1.  B450 is for gen 2.  B350 can usually be upgraded by BIOS to support Gen 2, but it's not guaranteed you'll receive one with that BIOS revision.  Just get a B350.  They're liable to be cheaper.  If you don't need overclocking, get an A320.

I am planning to upragade my old pc, and I want to buy a ryzen 5 1600. What is the difference between B350 and B450 chipsets? Does it worth to buy the more expensive B450 motherboard? I am on 300$ budget for the cpu and motherboard.

Precision Boost Overdrive and StoreMI are not available on B350, but it won't make a real difference. I'd just go B350.
