Shouldn't capping frames make it consistent?

My old Athlon X4 750k and R7 360 tend to get hot when generating unnecessary frames in low-mid settings (90+)

Because of this i usually cap the frames in almost every game i play to about 60fps. I also noticed that the frames almost always stay at 60 (unless opening a menu or sudden fights break, opening new map)

 

Now with my new build, the consistent frames when capping isn't there. it fluctuates every 10-15 seconds causing stuttering gameplay.

no matter the cap (30, 60, 80, etc.) the frames always drop and go back.

Yes capping the frame will make frame time better in most cases. 

Maybe throttling problem since you mentioned it happened every 10-15 secs?

When either your CPU or GPU drop clock speed while gaming usually because of thermal(overheating).

But they never go past 80C when i monitor them

using Radeon Settings (for GPU) and Ryzen Master (CPU)

Works for me most of the times but YMMV.
